Why the dates move
The Islamic calendar counts lunar months rather than following the solar calendar behind most civil dates. A lunar year is shorter, so Ramadan, Eid, and the other Islamic dates drift earlier through the seasons year after year.

One community may announce a month a day apart from another because they use a different sighting policy or a different official calendar. For a new Muslim the practical answer is simple: follow the masjid or Muslim organization you will actually pray and celebrate with.
